Rom 1.20

I hope this question is not a repeat. I have just started reading
Romans. In the middle of chapter 1, verse 20, I read:

"hE te aidios", etc. (hope this is transliterated right). My question
is: what is the 'hE' doing? Does it refer back to ktisews? If so, how
does it operate semantically and syntactically? Translations that I
referred to did not help.

Thanks in advance.
