Polycarp's Letter to the Philippians

I have recently read Jefford's _Introduction to the Apostolic Fathers_.
He
claims that "most scholars" hold that Polycarp's letter to the
Philippians
is a composite of two letters (pp. 73, 75). In other reading, Fee
(_Philippians_, NICNT, p. 22 n 62) and Evans (_Noncanonical Writings_, p.
157) both contend that most scholars do _not_ hold to the view that the
letter is a composite. What is the group's thinking re. the "scholarly
consensus" on this issue?
(I am aware of Harrison's study on the composite nature of the letter,
although I have not read it yet. Holmes, in his revision of Lightfoot's
work on the Apostolic Fathers, argues against Harrison's conclusions.)
