Modern translations don't count as evidence but they do
tell us somthing about how some translators have read
the text.

The phrase in question: SUN XEIRI AGGELOU (Acts 7:35) is
translated as:

"through the angel" NIV
"by the hand of the angel" RSV
"BeYaD" Modern Hebrew New Testament

The RSV is clearly instrumental. The NIV and MHNT are not
as clear cut.

One would also need to ask the translators of the RSV
which reading they accepted. If they are translating the
poorly attested EN XEIRI AGGELOU then their translation
is not remarkable. If however they are translating SUN
XEIRI AGGELOU that is a different matter.
