There is an interesting remark in Bauer-Aland (English: BAGD), that
PANTES may be used in the sense of "most of all". (In my German
Edition it is the last remark of the Greek word PAS, p. 1278.) There
is also given an example:

PANTAS APEKTEINEN, OLIGOUS DE KAI ZWNTAS ELABE. MONOS DE hO
hIPPOQOOS HDUNHQH DIAFUGEIN.
