hO TE in Luke 23:12

Can any one throw light on Luke's use of hO TE preceding Herod's name in
Luke 23:12. On first glance I assumed the hO was just the definite
article but UBS4 accents it as the relative pronoun. It seems to be
functioning as equivalent to the definite article (which indeed precedes
Pilates name following). I havent been able to find discussion of this
usage in BDF, Young, Wallace or Moule.
Any help appreciated.
