latest ubs3 in e-form

I believe that the latest ubs3 is on the penn gopher but I couldn't
locate it today.  As these things often look different to external users
I would be grateful for hints from anyone who has got in there and collected
this text on how to do it - if that is it is available by ftp to someone who
already has the older edition.
