Kenneth Clark who at the time was Professor of New Testament at Duke
Divinity School was the General Editor of the Expedition to St. Catherine's
Monastery that filmed the manuscript collection.  It was done under the
auspices of the American Foundation for the Study of Man and the Library
of Congress.  I suppose one would obtain permission to use the microfilms
from the Library of Congress.
