Mt 16:19 and Mt 18:18

Greetings! You are just the person that I have been wanting to talk to for
some time now. I have used the NAS for 25 years now. I noticed a change
in translation in Mt 16:19 and Mt 18:18. What is now:

"...and whatever you shall bind on earth shall be bound in heaven; and
whatever you shall loose on earth shall be loosed in heaven."

used to be:

"...and whatever you shall bind on earth shall have been bound in heaven;
and whatever you shall loose on earth shall have been loosed in heaven."

In Mt 16:19 the two words in question are: DHSHS and DEDEMENON
and Mt 18:18: DHSHTE and DEDEMENA.

If you would, would you please explain why the difference in the translation
occurred? Also, are there any other such differences in translation?
