I believe your best option is to purchase the Davka CD of the Soncino
Talmud. It contains Talmud, Mishnah, and Torah in Hebrew and
English. the cost is around US$200. Because of the limited number
of translations into English, the cost, and the value of the
underlying copyright I don't believe you'll find anyone giving away
access to such a product in the near future.
