Ed,
In my view, the word as used here by Paul carries no harsh or negative
connotation. First, for Paul, the Law is "good". Second, though the
"pedagogue" could at times be harsh, he could also be the child's best
friend. In fact, the sometimes cited view that pedagogues delighted in
being cruel to their charges is a little overblown.
I think Paul is here rightly describing the "function" rather than the
"form" or "office" though. I.e., he is more interested here in the purpose
of the law rather than the personality of the pedagogue.
You are right, though, that there are reams of literature on the word!
