I really don't think so, and there's already the redundancy of two subjects
referring, apparently, to the very same persons.
This looks very much like a conflation of the same statement in two
different phrasings,namely:
(1) hOI DE ARCISUNAGWGOI TWN IOUDAIWN EPHGAGON AUTOIS DIWGMON "The rulers
of the synagogue of the Jews brought persecution upon them";
and
(2) hOI ARCONTES THS SUNAGWGHS EPHGAGON DIWGMON KATA TWN DIKAIWN "The
rulers of the synagogue brought persecution against the righteous ones."
I would agree that KATA TWN DIKAIWN seems superfluous, but so does hOI
ARCONTES THS SUNAGWGHS.
