Seems to me the rhetorical combination of the two phrases LUSITELEI AUTW
EI MULOS hONIKOS PERIKETAI PERI TON GRAXHLON AUTOU and KAI ERRIPTAI EIS
THN QALASSAN in this verse would be rendered utterly unintelligible if
PERIKETAI were interpreted as "harnessed" rather than "hung" or "tied".

I think "harnessed" would imply a relationship between the millstone and
the man that is rather looser than "tied" or "hung", and that looseness
would make the combination of the harnessing and the casting into the
sea a really jarring mixed metaphor.

Thus, I for one would tend to reject this interpretation as rhetorically
improper given that other interpretations do not suffer that flaw.
