I think what you're looking for is in Mishnah Avoth chap. 1:
"Mishnah 1. Moses received the Torah at Sinai and transmitted it to Joshua,
Joshua to the elders, and the elders to the prophets, and the prophets to
the men of the Great Synagogue [a body of 120 men founded by leaders of the
Jews who returned from the Babylonian captivity].
The latter used to say three things: be patient in justice, rear
many disciples and make a fence round the Torah."
