Psalm 8 in its entirety is address directly to "Yahweh". This includes v. 6:
"You (Jehovah/God addressed in the second person) made him a little lower
than the "elohim". Since God is being directly addressed, "elohim" (spoken
of in the third person) cannot refer to God. The LXX translators recognized
this and translated "elohim" correctly as "angels" (also see NIV's "heavenly
beings").
