It is neuter sg. acc. of the relative pronoun with an understood antecedent
equivalent to TOUTO or EKEINO: "the thing which I have written, I have
written"--or in more normal English: "I've written what I've written (and
it's going to stay that way!).

There should be a grave accent on hO (beta code: o(\ -- note that the
nominative masculine article hO --beta code o( -- has no accent.
