If this is approached chiastically, then the phrase ANABAINWN EK TOU
hUDATOS forms the hinge [pivot point, turning point, etc] of the action
linking KAI EUQUS and EIDEN. [Not hard to 'see' how that is! Without
arising out of the water, how could he 'see'??] So that the sense of
this is more along the lines of 2, where EUQUS connects with EIDEN,
through the action of ANABAINWN.
One try that may help is:
"And straightaway, arising out of the water, he sees..."
This, of course, translates the aorist as an historical, [though not
dramatic] present.
