One view I heard (or read) somewhere takes up the context of
Ro 1:16 IOUDAIW TE PRWTON KAI ELLHNI
and applies it to Ro 1:17 EK PISTEWS EIS PISTIN
in the sense: _out of faith (of Jews) & into faith (of Gentiles).
i.e. the righteousness of God is revealed, starting from the faith of Israel and now transfering over to Gentiles who have faith.
