[b-greek] Acts 14:23a First Question for me

This is my first post on B-Greek. I hope I have put it
in the right format.

Here is the location of the passage I have a question
about:

(Acts 14:21b

Acts 14:23a

CEIROTONHSANTES DE AUTOIS PRESBUTEROUS KAT' EKKLHSIAN


I am trying to understand the "numerical distribution"
alternatives allowed here.

What I am trying to determine is which alternatives
are allowed or eliminated by this construction:
PRESBUTEROUS KAT' EKKLHSIAN

But first, (contextually) is the expression KAT'
EKKLHSIAN used of the three locations mentioned in
verse 21: Lystra, Iconium, and Antioch?

Next, concerning the phrase PRESBUTEROUS KAT'
EKKLHSIAN, which alternatives are allowed:

1. One elder to one (per) local assembly

   Grammatically allowed? Yes No

2. Multiple elders to one local assembly

   Grammatically allowed? Yes No

3. Multiple elders to multiple local assemblies

   Grammatically allowed? Yes No

The reason number 1 is include is because it would
include multiple elders (PRESBUTEROUS) if multiple
locations were under consideration (One elder each in
the three locations mentioned in verse 21).

In case my question is not precise, perhaps I could
add this additional point: This is an English example
intended to be ambiguous:

I have three churches that need elders. I know of
three elders. I have decided to assign these elders to
a church. (This last sentence, if void of the
preceding context, would clearly be ambiguous. But
with the preceding context, although still ambiguous,
may mean that I am assigning one elder to each of the
three churches.)

Essentially, this is what I am asking about
PRESBUTEROUS KAT' EKKLHSIAN.

Since members may have their own theological
preference as to Church Polity, I have tried to limit
this question to a grammatical one only. Not sure that
can be done, but I tried.
