That the title SWTHR is not dependent on the belief of others appears to
have been made clear by the author of 1 Timothy when MALISTA PISTWN
("especially of those who believe") follows SWTHR PANTWN ANQRWPWN.

You appear to be suggesting that SWTHR PANTWN ANQRWPWN is merely an empty
title and that it doesn't really mean that he will save "all people." But
that appears to be more a theological assertion than a grammatical point,
so I won't address it.
