this phrase refers to the very first creative acts
which started the creation events? (Which of course
would imply that this individual was prior to the
first creation.)

No, I'm saying the phrase refers to Christ Himself. If it is an attributed
genitive it would mean something like the beginning creation or the first
creation. But it is far more likely that it is an objective genitive,
something like the one who begins creation.
