Yes, I think we can take hH GRAPH to be the subject of the participial
clause PROIDOUSA hH GRAPH, not counting hOTI though. I think hOTI belongs to
the next phrase and in seeing why, I think we will see that there is no
dangling subject. PROIDOUSA is (aorist participle active) that means some
seeing before hand happened at a point in time and it is in the active
voice, which means the subject of the verb accomplished the action. The
action was the "before seeing" and the subject is hH GRAPH " NOMINATIVE
FEMININE" " Singular " God was the one here that was doing the seeing, He
saw something written in Abraham as Abraham responded to His call by going
to wherever, and when at another time Abraham fell on his face and God spoke
things to Him. By these things God was obtaining a before seeing of the "
writing on the wall of Abraham's heart, out of this proceeded, "hOTI EK
PISTEWS DIAKAIOI TA EQNH" Out of that which is characterized by faith, He
would make right and bring to Himself, the Nations. It is unfortunate that
our English translations, mistranslated that the GRAPH did the " before
seeing " The GRAPH couldn't see anything even if they did exist then, which
they didn't, but God could see the (singular) writng that had happened there
and did. It helped shape what He was going to do and how He was going to do
it.
That's why there is no dangling subject here. The real, the main subject
if you will is God and how He is going to do something in the future(future
from Abraham), and that God announced before hand to Abraham the declaration
of His triumph in matters of His purpose( 1.)and that the Nations would
inherit the results(2.) of that through the kind of experience that Abraham
and God had shared.
PROIDOUSA hH GRAPH serves as an introduction to the main clauseS with
their main subjects...DIAKOIAI TA EQNH....and, PROEUANGGELISATO that in
Abraham, the nations would receive the Blessing.

I would say again, how mis-leading the standard translations are that have
hH GRAPH as accomplishing the action of the verbs PROIDOUSA and
PROEUANGGELISATO, when it was God that was doing that action. The
"scripture" did not even exist. The scripture was not seeing, and the
scripture was not announcing. It was God that foresaw, God that would
justify, and God that announced to Abraham. The mis-translation is the one
doing the dangling it seems to me.
1.) To triumph, gain the victory for the purpose of ...is a more accurate
rendering of the Greek word, EUAGGELION, rather than the word gospel
2.) To inherit or receive "the what is to be passed on" is beginning to say
more for the Greek word EULOGIAN than blessing
