Yes. In this instance PANTES qualifies hHMEIS "predicatively"--or I might
say, "adverbially" (although such description doesn't seem to please some
descriptive linguists). So hHMEIS PANTES means something like "without
exception we ..."

When a Hellenistic author wants to emphasize the distributive qualification
s/he will probably write hHMEIS hEKASTOI, "we each of us individually ..."
where the hEKASTOI is perhaps OVER-emphasized. Nevertheless, when the
emphasis rests upon individual members of a group carrying out and action
or being in such-and-such a state, hEKASTOS may be used with a singular
verb, or hEKASTOI with a plural verb.
