I think Harold is right on the mark here: the forms ESTAI DEDEMENON and
ESTAI LELUMENON are periphrastic future perfects: the auxiliary ESTAI ought
not to be detached from the participle in understanding the morphology, nor
should ESTAI be translated separately and the participle be brought along
in some secondary manner. I'd translate it "And whatever restriction you
establish on earth will stand restricted in heaven, and whatever license
you establish on earth will stand licensed in heaven."
This is a passage about which there's been considerable discussion in the
past on the list; back in 1999 (the last time the subject came up, I

In view of the fact that there is, to say the least, potential ambiguity as
to whether the verse means that the ecclesiastical decision will stand
ratified in heaven or that it can only be in accord with heavenly
authority, it would be worth reading through these archives to examine the
arguments adduced for alternative understandings of the conditional
construction.
