I do not understand why I missed it.
A universal fact of language seems to be:
Adverbs can modify verbs, adjectives, and adverbs.

So, it seems clear that an adverbial OUDAIWi TE PRWTO KAI hELLHNI
is an apposition to an adverbial TWi PISTEUONTI, and
PTWTO (as an adverbial) modifies the adverbial OUDAIWi.
