I have to wonder why in a list of Greek words for "Love" it
invariably is given:
    AGAPH
    PHILEW
    ...
Why is the noun form (AGAPH) and then the verb form (PHILEW)
used instead of being uniformly the noun or verb form? Any good
reason for that?

To what kind of list of Greek words are you referring? A lexicon will list
nouns, adjectives, adverbs, prepositions, verbs, etc. Are you suggesting
that you think lexica should only list nouns or verbs? Attempting to answer
your question is nearly impossible unless you are more specific.
