Dear Mr. Freeh,

Recently your office has been involved in the controversy concerning a
request by White House staff members for the transfer and improper use of

personnel files of prominent members of past administrations for the
purpose of review. This unethical, illegal behavior was quickly
investigated by your staff.

I have contacted your office many times in the past concerning the fact
my federal loan case files, secured in my local Farm Service Agency
office (formerly known as Farmers Home Administration) have been altered

and destroyed by members of FSA/FmHA in an effort to conceal illegal acts

committed during the servicing of my Federal Farm Loan Program
contracts. In addition a tape recording (a federal file) made during a
forced illegal foreclosure hearing in a federal office by federal
officers has been altered and made inaudible in part by the hearing
officer to conceal serious violations of the Code of Federal Regulations

and United States Department of Agriculture regulations.

In the USC and CFR it does not state only those of stature and wealth
must have their files and confidential papers protected by the law. It
does not state federal agencies have the right to pick and choose only
those they wish to investigate, especially when documented evidence is
presented to support those allegations.

I want your office to give my complaints against FSA/FmHA/USDA the same
respect and attention given to those who have had their rights violated
by the President's staff.
