Again, a line by line rundown..

7653599.94 m is part of '2'
[This message probably confirms that '2' is the homeworld
of the TC's.  The planet's diameter is 7.6e6 m, giving
a radius of 3.8e6m.  For comparison, Earths radius is about
6.4e6 m.  Also, notice how they consider this
distance a part of their world.]

'-H-' is { 1,2,3 }
'-I-' is { 3,2,1 }

[H and I do not seem to be the addition and subtraction terms
in this case, as the format is not as previously seen.]

'-P-' is " X = 1 "

[With this one, could the '-' symbol represent the usage 
of that term?  Or maybe the results of that operation?
No idea]

Length Unit ^ 3	= Length Unit^3

[ '+' is accerlation.  The units of that are .854 m/s^2]

5.9082 m/s^2 is part of '2'
[Gravitation constant.  Seems reasonable given size of '2']

'!}!' is 2.7663e29 electron-masses
['}' is a more applicable mass unit, about 0.2519 kg]

3.1587e23 kg is part of '2'
[Mass of the planet.  Earth is about 6e24 kg.  Seems 
about right]

So we've probably confirmed that the Tau-Ceti's are located
on '2', which we can call TCEarth, or whatever.  The
fact that they know the size and mass of it is a good
sign that they've been on that world for QUITE some time.
