Joey and I were speaking across the room about this article in hte 
current Wired (April 97. p 90) which is also on the WWW at 
Http://www.wired.com/5.04/publicdocuments/
The thesis is that "The power of informatio technology -- often touted as 
the harbinger of democratic enlightenment -- is now being used to justify 
further restrictions on public access to government records." the author, 
Malcolm Howard, doesn't think this is a good idea.
