soc.culture.quebec

  Quebec society and culture.

An international forum for discussion open to all people who wish to
share their views on Quebec. Discussion may cover a wide scope of issues
including, but not restricted to, social life, culture, economics and
  politics in Quebec.

The everyday language on soc.culture.quebec is French. However, given the
linguistic makeup of Quebec and of Usenet, messages in English are expected,
and will be welcome. Messages in other languages are also accepted, but
their authors should not expect a large audience.

The use of the 7 bit ASCII character set is preferred. The standard 8 bit
ISO 8859-1 (Latin-1) character set (accented characters) is also
permitted, albeit optional. The use of any other standard orcharacter
  set is not authorized.

ISO 8859-1 National Character Set FAQ
This FAQ discusses the use of the standardized ISO 8859-1 national
character set (supports all (W-)European languages).
