Dieletric constant of water. (fwd)

Subject: WSN: Dieletric constant of water.

In running test on a capacitive soil moisture sensor
I am observing a discontinuity slightly above freezing.
It is a rapid drop in dielectric constant followed by a
gradual change. I know water expands just above the 
freezing point is there a dielectric change at the same
point. 

The last test will be to cycle the sensor through the 
freezing point just to see what it does as it will 
probably break the paraffin seals on the cell.
