Bornkamm suggests that the use of FILEW comes as part of the citation.
Behind it may lie the concept of the person who loves a ruler (e.g. the
emperor) belongs to a special class of people, the FILOI. Noe that it says
"love the Lord." Hope this gives at least a starting point, food for
thought.
