Welcome to b-greek!!

Others will answer much better than I your questions on accents. I
had sumply understood them to be much later add-ons [on the order of a
thousand years!] and really NOT a part of any of the manuscripts for
the first 400 years or so. Thus they would seem to be
'reconstructive' in nature, and probably have a lot of differing
views. We'll see...
