Houtos in Matt 5:19

NASB for Matt 5:19 says `Whoever then annuls one of the least
of these commandments, and so (houtos) teaches others, . . .'

NIV omits the word `so', thus leaving a quite different
meaning!  NASB seems to be the more logical translation;
why does the NIV differ?
