I think there is some ambiguity with pros and eis in 4:12 though I tend to take it that the gifted people of 4:11 equip the saints so that the saints can do
ministry so that the body may be edified.  Perhaps this ambiguity can be 
relieved somewhat by the Pauline theology of the church as body in which every
member contributes to the whole.  This is intimated in the immediate context
in 4:16 where the author twice speaks of the contribution of every/each member
to the edification of the body.  Eis oikodomHn occurs in both 4:12 and 4:16.
