A search in the LXX (Rahlf's) for EPI following any form of the verb
BASILEUW allowing for one intervening word revealed 53 verses. The
object of EPI is mixed between accusative and genitive. When the object
of EPI is a pronoun (rule over you, over them) the object is mixed
between acc. and gen. about 50%-50%. When a noun, the object is usually
accusative but not always. Some genitives are at 2Sam 8:15; 2Chron 1:13;
2Ki 11:3; 2Chron 22:12 ("he ruled over Israel" and she ruled "over the
land"). BASILEUW EPI is translated by Brenton as "rule over" in each LXX
instance.
In the case of a king who ruled on the mountain and over the mountain,
how would a writer express the idea of "rule on?" Would not the idea of
"on" be expressed by the preposition EN? Is Micah 4:7 a parallel for
this?

and he will rule as king over them in/on Mount Sion
2 Kings 11:3 and 2 Chron 22:12 say that Athaliah (GOQOLIA) EBASILEUSEN
EPI THS GHS. Here "over the land" instead of "on the earth."
