I think it is reasonably clear that the phrase hOI EK PISTEWS is typical of
Greek substantives created out of an article and any other element
whatsoever; if I had to translate it into English rather
woodenly/literally, I'd probably say, "those constituted by their
faith"--but the sense is, I think, just as you've put it, "those who
believe." Yet probably DIKAIOI ought to be understood as part of the
phrase: hOI EK PISTEWS DIKAIOI, so that the phrase should be understood as
"those who are constituted righteous as a result of their faith."
