Just a few notes to add to Jim's here:

The verse you're questioning is a form of indirect discourse in Koine.
The sentence parses like this:

Many ..... saying: (and this is what they say) "I am the Christ...." and

the legountes is Nominative plural and so modifies the subject polloi
