No, certainly not exclusively. What George wrote was absolutely on target.
EPI has a wider range of usage than EN depending on whether it's used with
a genitive, a dative, or an accusative. EN can be used ONLY with a locative
dative. This is one of those items concerning which the reference grammars
are very good; most of them have appendices or special sections
differentiating the usages of the prepositions.
