It depends on who is using the terms and in what context. Two different
words do not always signify an actual difference in underlying concept.
"When I use a word, it means exactly what I intend" (I'm not sure this is
quoted correctly) -- up to a point. We all put our own little connotations
on words even though they have a basic meaning. Nevertheless, we can never
forget the basic meaning unless one is to use a word totally outside the
normal parameters of its meaning. This too happens -- "bad" becomes good,
etc.
