[b-greek] Thessalonikeis' Infinitive!

Hello! I just had a look at Thessalonikeis and came across 4:9:

PERI DE THS FILADELFIAS OU XPEIAN EXETE GRAPEIN hUMIN

I would translate this as 'Concerning the love of brother you do not have
the need to write to you' - obviously this doesn't make any sense, and I
think that it must be ...'you do not have the need to be written to you' -
however, what can be the grammatical justification for this? Is this a
standard 'passive' use of the infinitive?
