David,
	it seems to me the appropriate calculation depends on the distance
between zwitterionic sites in your buffer relative to the average distance
between ions in the solution.  If it is a very dilute ionic solution, you
could count the zwitterion charge as zero.  If it is very concentrated, or the
ends of the zwitterion are far apart, you would count the ends separately.
Of course, depending on what you are really interested in, the ionic strength
may not be a good measure.  The thermodynamic activity of the ions is what
you really need for most things, and in concentrated solutions this is 
difficult to calculate (or even measure).
