I guess I'll be one to jump into the conversation this time. I tend to agree
with Carl; I don't think the present participle is necessarily meant to apply
repeated or habitual action, but there's another fine line involved. The aorist
participle would probably brand the individual as one who has been guilty of
the act in the past, as for example hO FUGWN (aorist, "having fleed") could be
used to refer to a fugitive. So, as Carl explained, hO BLEPWN probably refers
to anyone who looks at a woman at any given time.
