Peter is addressing the recipients of his letter (1:1). He speaks to them
in the second person plural, telling them to be subject to all human
authority for the Lord's sake (2:13); they are to give everyone his due
(2:17). The participles in 2:18, 3:1, and 3:7 can be thought of as loosely
connected to the imperatives in 2:13 and 17, but participles can sometimes
be regarded as imperatives in Greek. For example, look at the participles
in Rom 12:9-19. While they loosely link to the verbless clause in 12:9a,
they are clearly imperatival.

So, although Peter is addressing the Christians in general in the second
person plural, he feels free to use the second person plural of the
specific people addressed by certain instructions. Context temporally
narrows the "you" to wives in 3:2 and to husbands in 3:7. But he still has
his larger readership in mind; so he can choose wording like THS TWN
GUNAIKWN ANASTROFHS because they will all be reading or hearing this part
of the letter.
