I have little to add to this thread, but am wondering if it might be of use
to Moon-Ryul Jung to note some other examples of TO used to begin a clause,
and also to Suedaleg@aol.com, whose post began the thread, and spoke of Luke
9:46. If Suedaleg@aol.com is reading through Luke's gospel, there are more
examples to be found.

Steve Lo Vullo gave a number of examples, of which most introduced
quotations (eg Matthew 19:18 and Romans 13:9 from the commandments), but one
introduced a deliberative question (Romans 8:26b, TO GAR TI PROSEUXWMEQA
KAQO DEI OUK OIDAMEN).

At Luke 19:(47&) 48a, (The high priests and scribes and prominent citizens
were seeking to kill Jesus) KAI OUC hEURISKON TO TI POIHSWSIN; at Luke 22:2a
KAI EZHTOUN hOI ARCIEREIS KAI hOI GRAMMATEIS TO PWS ANELWSIN AUTON; and at
Luke 22:4, KAI APELQWN SUNELALHSEN TOIS ARCIEREUSIN KAI STRATHGOIS TO PWS
AUTOIS PARADWi AUTON. In each of these three examples, Luke uses the
article to make a substantive of what had been a deliberative question, the
first person subjunctives in each case being altered to third person. Luke
does the same at Acts 4:21a, hOI DE PROSAPEILHSAMENOI APELUSAN AUTOUS, MHDEN
hEURISKONTES TO PWS KOLASWNTAI AUTOUS ktl.

At Luke 22:23, KAI AUTOI HRXANTO SUZHTEIN PROS hEAUTOUS TO TIS ARA EIH EX
AUTWN hO TOUTO MELLWN PRASSEIN; and at Luke 22:24 (quite similar in thought
as well as structure to the Luke 9:46 example that has been occupying us),
EGENETO DE KAI FILONEIKIA EN AUTOIS, TO TIS AUTWN DOKEI EINAI MEIZWN; here
Luke uses TO to mark simple questions, as he does at Acts 22:30, THi DE
EPAURION BOULOMENOS GNWNAI TO ASFALES, TO TI KATHGOREITAI hUPO TWN IOUDAIWN,
ktl.

It's interesting that Luke seemed quite fond of such constructions.
(Checking back, I see Carlton Winbery mentioned the Luke 22:23 example;
another he spoke of was from the same author, at Luke 1:62.)

PS Wallace (p238) says in regard to Luke 9:46, 'The neuter article refers
back to the masculine DIALOGISMOS only in a loose way.' He surely does not
mean us to suppose that the article ought to be masculine because of the
DIALOGISMOS, any more than we would expect a feminine article at Luke 22:24
because of the FILONEIKIA. Carlton Winbery expressed what is of the essence
in this regard, 'General ideas or thoughts are often dealt with as neuter
gender.' The TO indicates that the author has passed on from thinking of
the DIALOGISMOS or the FILONEIKIA and their grammatical gender, but is now
thinking of the idea, the 'what' of the DIALOGISMOS and the FILONEIKIA.
