I'd make it "prayer to God"; this is traditionally what's called "objective
genitive" although I'd prefer to say what Iver says about this and have
said so before: in the adnominal genitive modifier of a noun the genitive
is a "structural" rather than a "semantic" case. Where the noun on which
the genitive depends is a verbal noun one tends to think of ways in which
that verb can associate with the noun, whether the noun be subject or
object in particular.
